What does Canada do with its sludge oil(crude)?

Current technologies that deal with sludge, such as centrifugation, thermal
desorption, solvent extraction, and hydrothermal processing can be very expensive.
None of these technologies are entirely successful.
There is an interesting technology called Electrokinetics(low-intensity direct current is applied
through the region between the electrodes) that just may solve/reduce this little known environmental problem in Tarsands development.
